Five months into my #Helen4SG campaign

I said at the outset that this campaign would be a marathon, not a sprint, and so it has proved to be.

The UN Security Council has now conducted three indicative ballots. I am still positioned in the middle of the pack.

Media interest continues to be high, not least on whether the UN might follow the lead of other major countries and organisations and look seriously at appointing a woman SG.

It was pleasing to see the outcome of a survey of UN staff which rated me highly for the position. The UN’s greatest asset is its dedicated staff. The bureaucratic systems don’t serve them well. I would want to work closely with staff to build the best, most responsive, most effective UN there could be – the world’s peoples and our staff deserve no less. In the end our work is all about people.

The next indicative poll will be conducted at the UN Security Council next Friday – 9 September. Following the Leaders’ week at the UN General Assembly beginning Monday 19 September, the final indicative poll will be held on Monday 26 September. It is then expected that that the UNSC will move to ballots where coloured cards – code for vetoes – by Permanent Members are used in the first week of October.

PC just keeps restarting and will not even boot bios

I have a custom built PC, it was working perfectly fine last night, then I put it to sleep and went to bed. I woke up this morning and try to put it on, and it just keeps restarting, about 5 seconds into booting, it will stop, and start again. I have tried unplugging all cables, I have unplugged all hard drives, but nothing seems to work.

What could the issue be?

The first thing I would suggest is to re-seat the RAM.

Already tried this, it didn’t work. So I tried using the RAM modules separately and it worked! thanks! but that is now 2 RAM modules that have failed (I had 12GB – 3 x 4GB) and now I am only on 1 x 4GB RAM module. why would the others die?

I had the exact same problem, I tried for 5 days to fix this problem, but my motherboard and CPU where only two month old, I checked the ram, one at a time, and the gfx card in another comp, even applied new thermal grease to the CPU and gfx card, I mean I really stripped down the CPU and heat sink and the gfx card right down to the bare boards and washed the heat sinks on both, making sure no water residue was left, I even tried applying one ram stick at a time, by now this was pissing me off, I even washed the CPU cooler to make sure there was no dust at ALL, I managed to re-flash my BIOS, even though it would reset in the BIOS, but managed to get a flash successful, I was so frustrated, after all I am 56 and been building pc’s for 30 years, I stripped down the PC again and again.

Then just when I had given up and used my tablet for four days instead of my PC, and asked my beautiful partner to purchase a power supply for me as well as other part, I was willing to buy the most expensive UPS, I decided to search the net again for problem solving, I knew I had purchased all the best parts for my PC when I built it just a couple of months ago, and just hours before spending a shit load of cash to have my PC working again, I read on the net that a load of guys where having this same problem, then some one suggested that I eject the cmos battery and clean it and replace it immediately, I though you got to be bloody kidding, remember I have been building PC’s for a very long time, never in the past have I ever had to clean the battery on a motherboard that was only two month old. MB and CPU where purchased at the same time, the bastards that sold me the mother board, had used it in the shop, god knows how long, anyway, I ejected the battery wiped it with my dirty T-shirt, replaced it, and hallelujah, it revived my PC, it is now running better than ever for the last couple of days, my PC is as follows:

CPU 4790k, still cant overclock the bloody thing.
gfx card amd HD6950, yea I know old but plays everything, overclocked.
Mem G-skill Sniper 16 gig
HDD 10TB, yes that’s a lot as I am a designer
CPU cooler Thermaltake frio, excellent cooler
Power supply thermaltake toughpower 775w
motherboard MSI gaming 7 Z97
case Antec dark knight DF-85, seven fans for god sake, plus extra fans to keep gfx card cool.

I am so happy, my comp is ok, but hell I have spent hours and hours, no wait, it was days and days, of frustration, and to think all it was, just a bloody battery that needed cleaning with a bleeding dirty T-Shirt hahahahahahah

Now I am a happy chappy once again, just goes to show, never over look the simplest of things.

Its very good that you get your PC Working.
I am having the same problem and i have tried all the things including changing the battery, but still i am having the same problem. The funniest thing is that sometimes my pc starts for radom time (may be few minutes or may be some hours) and then it go to the grave again.
You said that you have a lots of experiance in all this stuff, then what would you suggest me?

Have you tried to reset the CMOS?

This post is over a year old. So I would assume that he solved it one way or the other.

I still have have no answer other than a faulty power supply that could destroy RAM as he described. Apart from that issue, resetting the BIOS to the defaults, clearing the CMOS, updating the BIOS to the latest version are all good troubleshooting steps.

But I would guess that replacing the power supply (and maybe the motherboard) would probably necessary to correct the problem.

    Segmenting for security: Five steps to protect your network

    Relying on a DMZ to protect your network and data is like putting money in a bank that depends on one guard and a single gate to secure its deposits. Imagine how tempting all those piles of money would be to those who had access — and how keen everyone else would be to obtain access.

    But banks do not keep cash out on tables in the lobby, they stash it in security boxes inside vaults, behind locked doors, inside a building patrolled by a guard and secured by a gate. Likewise, network segmentation offers similar security for an organization’s assets.

    The need for network segmentation has been widely discussed for years, but it remains one of the less commonly implemented security steps, and is seldom employed as a strategic defense. When a recent poll asked IT professionals to describe their network segmentation, a mere 30% of respondents said they strategically set segmentation around business drivers for the latest threats. Another third of respondents said they “set and forget” their segmentation, and an equal number reported they occasionally revisit it — typically around audit time. A brutally honest 6% said, “My network what?”

    The string of recent security breaches should drive home the importance of having carefully implemented and well-maintained network segmentation. If properly set and maintained, network segmentation would have made the long road from procurement portal to cardholder data environment far more difficult to travel in the Target breach. which exposed 40 million credit card numbers, and could have significantly limited the damage in the recent Home Depot breach. which compromised 56 million credit cards. Proper segmentation could also have limited the impact of the Community Health Systems breach. in which 4.5 million patients’ personal health information and personal identifier information (PHI/PII) were stolen.

    It’s a much easier to equip your organization with a secure defense through proper network segmentation than to explain to shareholders and the media how hackers were able to access millions of records on your system.

    Effective network segmentation is a big undertaking, but it boils down to just five basic steps.

    * Understand the business and organizational drivers. To know what to protect, you need to understand how revenue enters the business stream and what front-end components, such as point-of-sale terminals and back-end components, support the core functions of the enterprise. Then, identify which assets, data and personnel are critical to ensure continuity of the business.

    * Create the plan. You want to classify, isolate and protect the most important components. Group related items together, for example all your Windows servers, into one virtual LAN (VLAN). Other asset groups might include infrastructure (routers, switches, VPNs and VoIP) in one VLAN and security assets (IDS, firewalls, web filters and scanners) in another.

    Financial or human resource servers typically need their own VLAN because of the confidential nature of the information they process and store. You want separate VLANs for groups of personnel as well, so Windows server administrators might be in one, while security administration are in another and executive management in a third. Data requiring special protection such as credit card numbers that need to comply with PCI-DSS or patient information that is subject to HIPAA should be isolated from other data and put in their own VLANs.

    * Determine who can access what data. This boils down to business need: who needs to administer the routers or switches? Who needs access to the human resources or financial systems? How many folks should be able to remotely control the security cameras? Be ruthless. If there is no business need, there should be no access.

    Organizations that operate entirely on a local or regional domestic level may even want to implement wholesale blocking of remote geographic regions at the IP layer. In general, adopt a default deny access posture for each VLAN. Your goal is to limit access to sensitive information to those who need it within the organization and to create roadblocks to stop or slow intruders, who may have broken through one layer of security, from doing further damage.

    * Implement segmentation. In a large organization, network segmentation is a significant, long-term project, but each step along the way increases security. Start somewhere, perhaps with the network administrators or Windows servers. In that instance, you could set up VLANs called network-admins (for their workstations) and network-devices (for routers and switches).

    Log all traffic between segments to determine what is normal and needed for effective functioning. Once you know what’s necessary, start blocking access to the VLANs from everywhere else, with the ultimate goal of default deny. Make sure you have the controls to enforce segmentation and to monitor whether later requested changes to access may compromise the segmentation. Continue the process through each group of assets, personnel and data.

    * Maintain. Network segmentation is not a “set and forget” undertaking. The network access policy, defined in firewalls, routers and related devices, changes constantly to cater to new business requirements. Ensuring that new changes do not violate your segmentation strategy requires a good degree of visibility and automation (this visibility is also useful to avoid outages or business disruption resulting from misconfiguration). The potential management overhead needed to maintain good segmentation is one of the reasons organizations shy away from it. But, proper segmentation is critical. A topology-aware network security solution that can automate the network segmentation process is vital.

    Network segmentation is unquestionably an effective component in a defense in depth strategy. Organizations that implement it must be prepared to manage scores of firewalls, switches and routers, each with hundreds of rules, all of which will be affected by the network segmentation process and potentially by updates and changes, even after it is in place. A rigorous approach is essential, and a significant investment of time and staff is also required. But regardless, it’s a much easier to equip your organization with a secure defense through proper network segmentation than to explain to shareholders and the media how hackers were able to access millions of records on your system.

    When Do I Need a Business Lawyer for My Small Business?

    Among the countless worries for entrepreneurs who are starting or are already running a small business is the question of whether they need a business lawyer. The perception is that attorneys charge high rates and many small businesses don’t have much, if any, extra capital with which to pay lawyers. As a result, most small business owners only hire an attorney experienced with business matters when confronted with a serious legal problem (e.g. you’re sued by a customer). However, legal help is a cost of doing business that often saves you money and helps your business in the long run.

    While you certainly don’t need an attorney for every step of running your business, an ounce of prevention is worth a pound of the cure. This article will explain when you can cover legal issues on your own or with minimal attorney assistance and when you will definitely need a business lawyer.

    Issues You Can Handle on Your Own

    There are certain matters that are fairly straightforward and/or not unduly difficult to learn and therefore do not require the services of an attorney who charges at least $200 per hour. There are enough expenses associated with running a business, why not save yourself a load of money and do it yourself if you can?

    The following is a list of some tasks that business owners should consider taking on themselves (with the aid of self-help resources, online and in print):

    • Writing a business plan
    • Researching and picking a name for your business (previously trademarked business names can be researched online)
    • Reserving a domain name for your website
    • Creating a legal partnership agreement, limited liability company (LLC) operating agreement, or shareholder’s agreement (see Choosing a Legal Structure )
    • Applying for an employer identification number (EIN), which you will need for employee tax purposes
    • Applying for any licenses and permits the business requires
    • Interviewing and hiring employees (there are federal and state antidiscrimination laws which regulate the hiring of employees)
    • Submitting necessary IRS forms
    • Documenting LLC meetings
    • Hiring independent contractors and contracting with vendors
    • Creating contracts for use with customers or clients
    • Creating a buy-sell agreement with partners
    • Updating any partnership, LLC, or shareholder’s agreements under which you are currently operating
    • Handling audits initiated by the IRS

    The above is not an exhaustive list of legal tasks which small business owners can do on their own. It should be stated that if your business is well-funded or you feel that you need the assistance of an attorney, you can always retain a lawyer to help you with everything listed above.

    Issues Where You Will Need a Business Lawyer

    Most of the issues outlined above can be handled by any intelligent business owner (if you can run a business, you can certainly fill out IRS forms or fill in boilerplate business forms). There are times, however, when a business faces issues that are too complex, too time consuming, or fraught with liability issues. At that point,the wisest move is to retain a business lawyer.

    A few examples include:

    • Former, current, or prospective employees suing on the grounds of discrimination in hiring, firing, or hostile work environment
    • Local, state, or federal government entities filing complaints or investigating your business for violation of any laws.
    • You want to make a special allocation of profits and losses or you want to contribute appreciated property to your partnership or LLC agreement
    • An environmental issue arises and your business is involved (even if your business didn’t cause the environmental problem, you may be penalized)
    • Negotiating for the sale or your company or for the acquisition of another company or its assets

    An Ounce of Prevention

    While you certainly need to retain an attorney for the serious issues above, your emphasis should be placed on preventing such occurrences in the first place. Prevention does not necessarily involve hiring an attorney, though consulting with one wouldn’t hurt. By the time you or your business is sued, the preventable damage has been done and the only question that remains is how much you’ll be paying in attorney’s fees, court fees, and damages.

    For example, by the time a prospective employee files a lawsuit claiming gender discrimination based in part upon questions posed at the job interview, all you can do is hire an attorney to defend the lawsuit. If, on the other hand, you had done your own research on anti-discrimination laws, or you had consulted an attorney beforehand, you would have known not to inquire as to whether the applicant was pregnant or planned on becoming pregnant. The small effort at the beginning of the process would save you an enormous headache later.

    To prevent unnecessary attorney costs at the inception of your business as well as tremendous costs after a lawsuit has been filed, you might consider a consultation arrangement with an attorney. Such an arrangement would entail you doing most of the legwork of research and the attorney providing legal review or guidance.

    For example, you might use self help and online sources to create a contract with a vendor and ask an attorney to simply review and offer suggestions. Or from the previous example, you might research types of questions to ask during an interview and then send the list to an attorney for his or her approval. This way, you prevent the potential headache later and the cost to you is minimal because you’ve already done most of the work and the attorney simply reviews the document.
