Reform of EU data protection rules

The European Commission put forward its EU Data Protection Reform in January 2012 to make Europe fit for the digital age. More than 90% of Europeans say they want the same data protection rights across the EU and regardless of where their data is processed.

The Regulation is an essential step to strengthen citizens’ fundamental rights in the digital age and facilitate business by simplifying rules for companies in the Digital Single Market. A single law will also do away with the current fragmentation and costly administrative burdens, leading to savings for businesses of around 2.3 billion a year. The Directive for the police and criminal justice sector protects citizens’ fundamental right to data protection whenever personal data is used by criminal law enforcement authorities. It will in particular ensure that the personal data of victims, witnesses, and suspects of crime are duly protected and will facilitate cross-border cooperation in the fight against crime and terrorism.

On 15 December 2015, the European Parliament, the Council and the Commission reached agreement on the new data protection rules, establishing a modern and harmonised data protection framework across the EU. The European Parliament’s Civil Liberties committee and the Permanent Representatives Committee (Coreper) of the Council then approved the agreements with very large majorities. The agreements were also welcomed by the European Council of 17-18 December as a major step forward in the implementation of the Digital Single Market Strategy .

On 8 April 2016 the Council adopted the Regulation and the Directive. And on 14 April 2016 the Regulation and the Directive were adopted by the European Parliament.

On 4 May 2016, the official texts of the Regulation and the Directive have been published in the EU Official Journal in all the official languages. While the Regulation will enter into force on 24 May 2016, it shall apply from 25 May 2018. The Directive enters into force on 5 May 2016 and EU Member States have to transpose it into their national law by 6 May 2018 .

    ITT Tech has an on campus criminal justice program as well as a similar online program. The degrees offered under this segment are an Associate of Science in Criminal Justice, a Bachelor of Science in Criminal Justice, and a Bachelor of Science in Criminal Justice � Cyber Security.

    While the degrees being offered and the course content sound all right, they may not ultimately meet your expectations. ITT Tech is a for-profit institution and it is there yto make money not to educate students. Education is a product they sell through various telemarketing and hard-sell tactics. They really sell dreams and dreams have this nasty tendency of getting shattered when you wake up.

    The worst thing is while dreams are good as long as you don�t wake up, once you wake up and find your dream shattered you may find that there is little you can do about it � you are trapped because credits earned at ITT Tech cannot be transferred to any RA accredited community college or a 4-year college. The degrees that they give are also not recognized at most places that matter � employers or other good RA accredited schools.

    Being a profit-oriented school the charges for tuition and other fees are also exorbitant. You can get a much better education at half the cost if you prefer to join some RA accredited community college or graduate school rather than ITT Tech. There are many people who have either worked for ITT Tech or are students there who have only bad things to say about ITT Tech.     Eku criminal justiceThe College of Justice and Safety is housed in the Stratton building in the Robert R. Martin Complex. The Stratton Building houses:

    Many of the classrooms have been wired for state of the art technology for interactive learning opportunities.

    The Emergency Medica Care (Paramedic) Program has moved! After being located in the Dizney building for nearly 20 years, the entire Paramedic Program has moved into the newly redesigned and renovated Stratton Building. The Program s faculty and their Administrative Assistant can be found in Stratton #21, on the ground floor. Their primary advanced teaching and skills classroom will be Stratton #20; their primary basic skills and teaching classroom will be Stratton #286. This is an exciting time for everyone in the College as we get the change to work more closely together on a daily basis.

    Eku criminal justiceThe Justice Safety Learning Commons supports EKU s College of Justice Safety, the Kentucky Department of Criminal Justice Training, and the Training Resource Center through technology assistance and print resources.

    There are 18 desktop computers for students with plenty of room spread out and study between classes, meet with groups and research. We have one group study room and two Steelcase group stations. There are even Pepsi and vending machines for snacks.

    Students will also be able to pick up items requested through the Library Express service.

    The recently renovated Posey Auditorium has a 250-seat capacity and offers the latest in audiovisual technology. The College s Distinguished Lecture Series and other guest lecturer presentations are held in Posey Auditorium.

    The Fire Sprinkler Lab, located in the Ashland, Inc. Fire and Safety Laboratory helps facilitate student learning and is available for outside agencies to use as a training device.

    A few years ago, I bought one of those irresistible Christmas presents that you pretend are for the kids, but which you really want to try out yourself.

    It was a quad bike. To be accurate, it was a mini quad bike. It was superb. In length and breadth it was no bigger than an armchair, but it was full of grunt.

    We would all pile on it in a pyramid of humanity and careen around the garden: up the bank, into the ditch, slap bang into the tree. It had fat round tyres with deep grass-chewing treads. It roared with a proper trail bike roar, and sent out pleasing clouds of aromatic white smoke.

    We gave it some welly, I can tell you; and after a while our tyres began to feel the strain. One day the technical demands became too much. I gave it away to the next door neighbour, who is more mechanically minded than I am, and whose kids are younger and certainly less heavy.

    Should the criminal justice system focus more on rehabilitation than retribution?

    Once a criminal, always a criminal.

    My younger was molested by our grandfather who swore he would kill her if she said anything. Well she did say something and did he go to jail? NO! The court declared him mentally ill and sent him to a hospital. He was in the hospital for about 4 months when he was finally released. He found my sister when he got out.
    If he would have been imprisoned like the rapist he was, my sister would still be alive.

    You should punish criminals

    I believe that criminals should be punished, because of their fragile mental state they need to be kept under control. I agree with the point saying that if the government pushed rehabilitation over correction potential criminals might think that acting violently is okay. Mass murders destroy the life of a lot of people with little to no sympathy, that is not right.

    Retribution deters crime

    A retributive justice system deters crime by giving potential criminals a good reason not to commit crime. Focusing on rehabilitation would send the message that we are going easy on crime, reducing the effect of deterrence. In a study done by the National Center for Policy Analysis it was found that “15 crimes are eliminated for each additional prisoner locked up.” If this isn’t a good reason to stay retributive, I don’t know what is.

    The whole idea of punishment is retributive in nature

    Punishment by its definition is the authorized imposition of deprivations—of freedom or privacy or other goods to which the person otherwise has a right, or the imposition of special burdens—because the person has been found guilty of some illegal defiance, that is usually associated with encroachment of other people’s rights. Anything outside this is secondary effect or consequence and not the basis of punishment.

    Should the criminal justice system focus more on rehabilitation than retribution?

    Retribution only causes anger.

    Taking away a persons humanity and respect can only do a few things to them. It may punish them a little but it will mostly make them mad. There is only so much a person can take before they become mad at the world. Them being mad at the world will cause them to mostly attack society again. Having a retributive criminal justice system since the 1970s has led to nearly 65% of all people who are released from jail or prison to return within the first five years.

The first responsibility of the justice system is to ensure justice and to keep criminals from harming civilians, not to help them get a job and have a good life. When a person commits a crime they must have fair judgement and punishment for their actions, they must recognize that what they have done is wrong. Punishment is the tool for teaching criminals
    I am not saying that we shouldn’t have any rehabilitation at all, for it does work in some circumstances, but the main thing that the justice system should be focusing on is retribution and punishment. Of course the best thing will always be a balance, a system that includes both aspects, but what if we had to choose only one or the other?
    First, imagine a society with a system based entirely on rehabilitation. Someone commits a crime, and instead of going to prison they go to a rehab center, learn a trade, get their school paid for, and get help finding a job. What will ultimately end up happening is that many people see that criminals are getting rewarded, and they decide that it might be worth it to risk committing a small crime. Sure your recidivism rates might be extremely low, but you have to face legions of new criminals who realize that the benefits out-way the risks.
    If we have a justice system that focuses only on retribution, you will have a much more just society. Punishments act as a deterrence to keep people from committing or recommitting crimes. You may not have a bunch of happy prisoners being released and going on to be a great benefit to society, but that is not the purpose of the justice system.
    After reading through the comments on the affirmative side of this debate I have found many arguing that punishment is somehow “not fair”. The obvious truth is quite the opposite: when someone does something bad they get their just and fair punishment. This fulfills the purpose to satisfy justice and to ensure the safety and well-being of honest law-abiding citizens.

    In 1972 Justice Thurgood Marshall wrote that “punishment for the sake of retribution is not permissible under the Eighth Amendment.” That is absurd. The element of retribution does not make punishment cruel and unusual, it makes punishment intelligible. It distinguishes punishment from therapy. Rehabilitation may be an ancillary result of punishment, but we punish to serve justice, by giving people what they deserve. Retribution ought to be valued above rehabilitation in the United States criminal justice system.

    It’s a useless waste of money and time

    -Rehab makes life easier, what will stop the people below the poverty line from committing crimes to receive this free program? They already do for prison, but rehab is much more luxurious than prison.
    -People shouldn’t commit crimes in the first place, so what use is jail if they aren’t being punished?
    -Why should tax payers pay for the rehabilitation of a person that has committed a crime? People abiding by the U.S. laws shouldn’t be responsible for these people. If they want to go to rehab, people should choose if they want to or not. What is the point of jail if people go in knowing they will get it easy?

    Retribution does not exist in the criminal justice system.
