House Republicans approved their plan to replace the Affordable Care Act on Thursday.
Here’s a rundown of key provisions in the American Health Care Act and what would happen if the Senate approves them and the bill becomes law.
The bill would no longer require people to buy insurance through the marketplaces created by the Affordable Care Act, also known as Obamacare, if they want to use federal tax credits to buy coverage. It also would eliminate the tax penalty for failing to have health insurance coverage, effectively doing away with that requirement altogether.
The House Republican plan would eliminate the income-based tax credits and subsidies available under the Affordable Care Act, replacing them with age-based tax credits ranging from $2,000 a year for people in their 20s to $4,000 a year for those older than 60.

That means some people will see their costs go up while others would pay less, depending on your age and where you live. This Kaiser Family Foundation interactive map shows how the change would play out across the country.
The map shows that a 27-year-old who makes $30,000 a year would see costs rise about $2,000 in Nebraska but fall by about the same amount in Washington state. A 60-year-old, however, would see costs rise almost everywhere, with increases of almost $20,000 a year in Nebraska.
Both Kaiser and the Congressional Budget Office found that, on average, older people with lower incomes would be worse off under the Republican plan than under the Affordable Care Act.
The bill eliminates nearly all the taxes that were included in the Affordable Care Act to pay for the subsidies that help people buy insurance. Those cuts, which add up to about $592 billion, include a tax on incomes over $200,000 (or $250,000 for a married couple); a tax on health insurers and a limit on how much insurance companies can deduct for executive pay; and a tax on medical-device manufacturers.
The AHCA would make dramatic changes to Medicaid, the federal-state health program for the poor and disabled.
The Affordable Care Act allows states to expand eligibility for Medicaid to single, nondisabled adults with incomes slightly above the poverty line, with the federal government picking up most of the cost. That meant single adults who earn up to $15,800 a year could qualify in the 31 states, plus the District of Columbia, that expanded Medicaid. About 10 million people enrolled under that expansion.
The Republican plan would gradually roll back that expansion starting in 2019 by cutting the federal reimbursement to states for anyone who leaves the Medicaid rolls. People often cycle in and out of the program as their income fluctuates, so the result would likely be an ever-dwindling number of people covered.
The House bill also converts Medicaid from an entitlement program, in which the government pays all the health-related costs for those who qualify, to a grant program. The federal government would give states either a set amount of money for each Medicaid enrollee or let them choose to receive a fixed-dollar block grant.
The Congressional Budget Office estimated in March that the bill would cut Medicaid spending by $880 billion.
The AHCA maintains protections for people with pre-existing conditions, with some important exceptions (see waivers, below). That means that someone with high medical expenses pays the same premium for the same policy as anyone else his age in his area.
This section of the bill essentially amounts to an optional, state-level full repeal of Obamacare. It would give states the ability to apply for a waiver that lets them opt out of most of the regulations and consumer protections that were included in the Affordable Care Act.
States could apply for waivers that would allow insurance companies in their states to do three things: 1. Charge older people more than five times what they charge young people for the same policy; 2. Eliminate required coverage, called essential health benefits, including maternity care, mental health and prescription drugs, that were required under the Affordable Care Act; and 3. Charge more for or deny coverage to people who have pre-existing health conditions, such as cancer, diabetes or arthritis.
The waivers could also impact people with employer-based insurance, because insurers could offer policies that have annual and lifetime benefit limits, which are banned under the Affordable Care Act, and some companies may choose those policies for their workers to lower premiums.

5 Things To Watch As GOP Health Bill Moves To The Senate
States that get waivers would very likely see insurance companies offer many more policy options, some with fewer benefits and lower premiums.
Those states would be required under the law to create some other way to ensure that people with expensive illnesses are able to get health care, and the law provides up to $138 billion over 10 years for such programs, typically called high-risk pools.
However, an analysis released Thursday by consulting firm Avalere Health concludes that that amount would be inadequate for providing full health coverage for the number of people who now buy insurance in the individual market and have medical problems.
The House approved the bill Thursday without a full Congressional Budget Office analysis of its costs and how many people would be covered.
The CBO report from March concluded that over 10 years, 24 million fewer people would be covered under the bill who otherwise would have had insurance under current law.
That analysis also predicted that the House bill would cut federal deficits by $337 billion over those same 10 years.
However, changes to the bill since then would allow states to accept block grants for Medicaid; add about $38 billion for high-risk pools and maternity and childbirth care; and offer states waivers from regulations created by the Affordable Care Act. It’s unclear how much these changes would affect the original CBO score.

Mandatory Stage 2 Water Restrictions Remain In Effect For Remainder of Summer
With the western slope under a NOAA Heat Advisory and an Excessive Heat Advisory for the southwest portion of the United States, the four water districts in Steamboat Springs will continue the Mandatory Stage 2 Water Restrictions for the remainder of the summer.
“Conditions continue to dry out in our region and we’re seeing hotter temperatures across Colorado, and in many cases, record temperatures for many areas,” said Frank Alfone, Mt. Werner Water. “As a community, we were able to get a jump on what’s shaping up to be a very hot and dry summer with the early implementation of Stage 2 in May. We appreciate everyone’s cooperation and their support as we head into the heart of summer.”
While May experienced near average temperatures and about 1.3 inches more in precipitation than normal (3.52 reported with an average of 2.24), June so far has seen temperatures about 5 degrees hotter than average and minimal, if any precipitation. NOAA is forecasting a slight chance of above average temperatures and precipitation for July and August at this time. There was 16 inches of snow (9.2” SWE) at the Tower Site as of last week. This amount will top off the reservoir, as it currently sits at about 90% full.
As part of Stage 2, home and property owners are allowed to water based on the last number of their street address. Even address numbers water on Sunday, Tuesday and Friday; while odd addresses are set for Monday, Thursday and Saturday. There is no watering on Wednesday.
“Our efforts will only work if everyone participates and follows the watering schedule and conservation tips,” continue Alfone. “Together, we can make a significant impact on conserving water resources which are vital to the community.”
Through these restrictions and continued efforts by water users to reduce water demands, the community is able to strike a balance between conserving water supplies in the reservoirs and maintaining the riparian health of Fish Creek and the Yampa River.
In an effort to help reduced use of treated water, the City of Steamboat Springs Parks Community Service is now using non-potable water for irrigation in several parks. Drawn from the river and other sources, non-potable water systems are utilized in Ski Town, Emerald, Memorial, Howelsen, West Lincoln and Heritage Parks.
Stage 2 water restrictions are in accordance with the Steamboat Springs Water Conservation Plan adopted in 2011 by the Steamboat Springs City Council and Board of Directors of Mt. Werner Water District. Stage 2 mandatory restrictions were enacted in 2015, 2013 and 2012.

- No outdoor watering 10AM – 6PM.
- Watering schedule based on the last number of customer street address. If multiple addresses are served by a single system, then landscapers should choose one or the other schedule.

In 2014, La Trobe students visited Sri Lanka, where in they worked alongside local students to conduct an urban design studio in southern province of Weligama. Students investigated the changing nature of the small town in response to its connection with the new Southern Expressway and the construction of a large international hotel at the small surfing beach.
Students also conducted a case study at Midigama Turkish Village a tsunami re-settlement village funded by the Turkish Government and Colombo, where they gained a deeper understanding of the city’s colonial architecture and modern forms. The story of our restaurant has to start with our location. The house at 602 Avenue A was built by a man named Ernst Charles Mueller. Ernst Mueller, a German immigrant, moved to San Antonio in the late 1800s and became the Chief Cooper at the Pearl Brewery. He was invited to San Antonio by his friend, Ignatz Hrovat, who had assumed the position of Brewmaster at the Pearl Brewery.

Soon after Ernst Mueller arrived in San Antonio he married another German immigrant named Agatha Brun on June 6, 1906. Agatha Brun was Ignatz Hrovat’s sister-in-law so the two long time friends, Ignatz and Ernest, were now brothers-in-law. The wedding ceremony took place right in Ignatz Hrovat’s home at 606 Avenue A which was just across from the Pearl Brewery. The two couples soon became neighbors as the Muellers built and moved in next door at 602 Avenue A, where our restaurant currently resides.
The house the Muellers built was considered to be quite large at that time and they soon started a family of four. All four children were born in the front bedroom of the house; those were the days when doctors actually made house visits.

Lucille, the oldest of the Mueller’s children, grew up and married a man named Herman Wolf. They continued living in San Antonio and their children Ralph and Herman Wolf Jr. still live here in
The Mueller’s twin boys, Roy and Roland, grew up to serve in the United States military and fought in World War II. They both returned to San Antonio after the war to settle down and Roland lived in 602 Avenue A looking after his mother, Agatha Mueller, for many years.

Two of the Mueller’s grandsons, Herman Wolf and Ralph Wolf, still live here in San Antonio and we have had the pleasure of getting to know them. They speak of great memories of their own joyful time here in “Oma’s Haus” as they called it growing up. They speak specifically of memories of their grandmother, Agatha, creating fantastic meals for Christmas and Thanksgiving.
The whole house would be filled from the porch to the living room with family and good food. They also seem to recall beer being consumed in the house, even during Prohibition! The house at 602 Avenue A remained in the Mueller family all the way up until 2004. At that time the house was sold along with the rest of the brewery to be transformed into what is now known as simply The Pearl. We feel a great privilege and honor to be able to carry on the tradition of family and great food that clearly was a mainstay in this house beginning over a century ago. The original Pearl Brewery was founded in 1883 as the second brewery established in San Antonio. When it was first established the brewery was known as the San Antonio Brewing Company and retained that name until 1952 when it was officially changed to the Pearl Brewing Company named after its flagship beer. In 1886 the first kegs and barrels of the ubiquitous Pearl beer were rolling off the production line and into local bars and restaurants. The recipe for Pearl beer was formulated in Germany by the Kaiser Beck Brewery (Beck Beer) and was given the name “Pearl” because the brew master thought the bubbles in the head of the beer resembled sparklingly pearls.

Pearl Lager anchored the brewery and helped it to become the largest brewery in Texas before prohibition. When Prohibition was enacted in 1919 it was a death sentence for most breweries across America, but the leaders of Pearl got creative and survived the 13 years of Prohibition by venturing into the food and creamery business as well as by selling sodas and near beer. Before Prohibition there were over 2,500 breweries in the United States, by the time Prohibition was repealed there were only about 600 left and that number continued to drop as breweries began to consolidate in the post Prohibition market place.
Pearl continued its previous growth after Prohibition and became a national brand, competing heavily with San Antonio’s other local brewery the Lone Star Brewery. Eventually the Pearl fell on hard times while trying to compete with the larger Anhueser Busch and Miller breweries and In 1985 the brewery was purchased by the Pabst Brewing Company. Pearl Lager was still being produced at the brewery until 2001 when Pabst closed down all beer production at the facility for good.

The property sat vacant for several months and most locals feared that the historic site would be bull dozed. However, in a bright turn of events the entire 22 acre property was purchased in 2001 by the locally based Silver Ventures investment company. That purchase began the amazing transformation that is still in the works today as the Pearl becomes a live, work, and play community filled with exceptional restaurants, retail shops, beautiful lofts and work spaces. At The Granary we feel very privileged to be able to be a part of the great things happening at the Pearl.
