WELCOME

The Civil Division of the court handles cases where one party sues another to recover money or property, enforce a contract, collect damages, or protect civil rights. Petitions to change names and various writs are also handled by the Civil Division.

A criminal case is a proceeding in which someone is charged with a public offense (i.e. with committing a crime), evidence is presented on both sides, and a decision is made as to the person’s guilt.

Family Court Services serves parties who need to file for Dissolution, Separation or Nullity of Marriage; Establishment of Parental Relationship, Petitions for Custody and Support, Motions for Child Custody, Support, or Visitation, Support Enforcement, Guardianship of Minors, Adoption, or who seek protection from Domestic Violence, Civil Harassment, Workplace Violence or Elder Abuse.

Guardianship is a court proceeding in which a judge gives someone who is not the parent custody of a child, or the power to manage the child’s property (called “estate”), or both.

The Civil Self-Help Center can assist you with completing the paperwork to ask the court for Guardianship of the Person of a minor child

The right to trial by a jury is the privilege of every person in the United States. This right is guaranteed by the U.S. Constitution. Jurors are essential to the administration of justice.

Juvenile Delinquency cases are located at the Family Court Services window located at the 421 I Street entrance of the courthouse. Juvenile Delinquency cases, as defined under Welfare and Institutions, involve any persons under the age of 18 (minors) who are accused of violations of any law of the state or of the United States, or minors who are habitually disobedient or truant.

Probate and Conservatorship matters address a person’s finances upon death or the care of an adult person that is unable to care for themselves or their finances. Probate cases address a person’s estate, resolve debts, and distribute the remaining property/monies to heirs or beneficiaries. Conservatorship cases appoint caregivers to care for a person and their finances.

Small claims cases are lawsuits that do not exceed $10,000 and are resolved quickly and inexpensively with relatively simple and informal rules.

An unlawful detainer matter is a case in which a landlord seeks to evict a tenant.

The Traffic Division handles only Infraction matters for Traffic violations, Fish & Game violations, local city and county ordinances, boating, and dog/animal citations. Note: driving under the influence (DUI) violations are handled through the Criminal Division.

Permit Processing

Frequently Asked Questions

Q. Do I need a building permit to add an additional bathroom? How can I obtain a building permit?

A. If it is a commercial building, yes; if it is a residence, no. However, plumbing and electrical permits are always required. The licensed plumber and electrician may apply for their respective permit before the work is initiated. The property owner or designee may apply for the required building permit in person by coming to:

County Office Building
111 West Chesapeake Avenue, Room 100
Towson, Maryland 21204

For additional information and permit fees, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. Is a building permit required for a small storage shed in my back yard?

A. If the structure exceeds 120 square feet, a building permit is required.
If it is 120 square feet or less, a permit is not required unless:

  • It will be used for livestock or human occupancy
  • It is located in a designated “Chesapeake Bay Critical Area”
  • It is located in a 100-year floodplain
  • It is located in a “Baltimore County Historic District”

The accessory structure (storage shed) must be in the rear yard, unless a zoning variance is obtained.

If the structure is over 120 square feet, but less than 1,000 square feet, four plot plans are required with the application.

If the structure is over 1,000 square feet, five plot plans and two construction plans are required with the application.

Even if the structure is less than 120 square feet and requires no building permit, it must still meet zoning and environmental protection requirements.

For additional information, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. Do I need a building permit to replace my windows and doors?

A. Unless the property is in or part of a historical district, doors may be replaced without a building permit, provided there is no structural work, and the location or size of the door or window does not change. For additional information, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. How long does it take to get a building permit after the application is filed?

A. The processing time required before approval and issuance varies for different types of construction projects. Some permits for small projects may be issued the same day. Larger and more detailed construction projects will require review of construction plans and other related issues by one or more different county agencies. For additional information, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. How long is my permit valid and can it be extended?

A. Permits are valid for one year with an option to be extended for one additional year at the time the application is filed. If the permit has expired, you will need to file for a new permit. If your permit has not expired or just recently expired, you may request an extension by contacting Building Inspections at 410-887-3953.

Q. How can I schedule an inspection or check on a permit?

A. Use Inspection Connection to schedule, reschedule, or cancel building, plumbing, or electrical inspections, available twenty-four hours a day, seven days a week. Call Permit Processing at 410-887-3900 to check on the status of your permit.

Q. Do I need a building permit for a small addition to a house?

A. Yes, any additions to the house require a permit. For additional information, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. When do I need a permit for alterations to a house?

A. A building permit is required for structural work or when a new bedroom or kitchen are created. Permits are not required for siding or roof repair. However, if your house is in or part of a Baltimore County Historical District or is on Baltimore County’s Landmarks List, a building permit is required for any work on the exterior or any work that affects the exterior appearance, including repair or removal of any part of the house, fence or accessory structure. All electrical or plumbing work requires a permit and must be obtained by a licensed electrician and plumber.

A. If you are screening in an existing covered porch or covered deck, a permit is not required, with the exception of historical areas. If you are making a weatherproof enclosure of an existing porch or deck, a permit is required. Enclosing a porch or deck is considered an addition because it extends the “indoor” area of the house and is subject to the same setback limitations as the house itself. For additional information and permit fees, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. Do I need a permit to put a fence on my property?

A. All fences over 42 inches high require a permit. Fences 42 inches or less in height do not require a permit unless located in a proposed or designated Baltimore County Historic District or on the Baltimore County Landmarks List.

Q. When is it necessary to have a grading permit?

A. If the proposed grading disturbs over 5,000 square feet of surface area or over 100 cubic yards of fill material is utilized, a permit is required. For additional information and permit fees, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Q. How do I arrange for a percolation test?

A. First, a percolation application must be filled out and submitted to Permits, Approvals and Inspections along with a $60 fee and four copies of a map (scaled 1:100) of the property showing property lines, topography and nearby streams. Once the application has been reviewed and approved by the Department of Environmental Protection and Sustainability (EPS), the property owner needs to hire the services of a backhoe operator who will then schedule an appointment to perform the tests with a EPS sanitarian. You may review and\or print the percolation checklist (PDF) online. For additional information and permit fees, contact Permit Processing at 410-887-3900, Monday through Friday from 8:30 a.m. to 4:30 p.m.

Air Conditioning Repair Service in Raleigh NC

Icy Hot Heating and Air Conditioning, Inc. offers super fast and professional Air Conditioning Repair when you need it the most. In the summer time your AC plays an important role. It s not always easy to tell when your cooling system will stop working. The chances of your unit breaking down is higher the older your system is especially if it has not gotten the regular maintenance it requires for the long haul. Typically these air conditioners give out when you need them the most which can be the hottest time of the year! For some it happens at the worst possible time when they are entertaining guests or have people visiting for the weekend.

If you are having an emergency situation we are here for you and understand that you need high quality expert service right away. Our licensed technicians are standing by to help you in your time of need.

4 Main Reasons AC Units Need Repair

Lack of Regular Maintenance

The likely causes of air conditioner breakdowns are letting them run for prolonged times without having them properly serviced. The longer your units operate without the necessary maintenance the more issues build up and degrade the efficiency and level of operation of your cooling system. Often times our expert technicians find dirty air filters that cause system malfunctions and haven t been changed for long periods of time. Usually folks also have poorly charged air conditioning systems that have not been properly charged with refrigerant that makes it harder for your AC to remove the heat and cool your residential or commercial properties.

  • AC Part Failure

The inefficient functioning of your unit can be a result of faulty parts whether the fan controls or the compressor that has worn out. If your unit it cycling on or off a lot this puts pressure on the inner parts of that will cause your unit to operate inefficiently or stop working completely. Oftentimes we have found the outside fan or unit is not working which is the part that removes the heat from the compressor and keeps your refrigerant cool. The condensor fan may stop functioning because of a faulty capacitor. A bad motor bearing can result in overheating or a lack of power to the unit. This can cause compressors to fail prematurely.

  • Issues with the Thermostat

It can be as simple as a battery that has died or a faulty sensor that needs calibration. This can cuase the A/C unit to not blow cold air. These are but some of the issues that are usually behind the failure of your unit.

  • Condensation Issues

Air Conditioners will create a lot of condensation. Depending on the brand, some cooling units come with electronic condensate pumps that are connected with tubes that will jam or break due to ice. A professional can help fix this issue if you think you have an issue with your pump.

  • We Have Experience With All HVAC Brands

Icy Hot Heating and Air Conditioning, Inc. provides full HVAC services. We are proud to have served all cooling systems. The following are just some of the HVAC brands we have serviced:

Carrier, Aire-Flo, Ducane, Goodman, Lenox, Tappan, Trane, Climate Master, Emerson, Haier, Mitsubishi Electric, Tempstar, American Standard, Coleman, Friedrich, Heil, Payne, Weatherking, Bryant, Comfort Maker, Fridigaire, Janitrol, Rheem, Whirlpool, Amana, Daikin, General Electric (GE), Kenmore, RUUD, York.

Do you hear loud noises coming from your AC each time it starts? Did your AC stop running? Do you find your summertime energy bills irregularly high? Is there an imbalance in the way some of your rooms are more colder than others? We are here to help. If you have noticed an issue with your air conditioning unit, don t wait too long to contact a professional. Waiting for too long will run the risk of damaging other components of your unit and negatively effect the efficiency of your system. Placement Testing

    Placement Testing

Chemeketa requires placement testing for most new certificate- or degree-seeking students. This includes students taking credit classes for personal enrichment. Without placement test scores or previous college credit, it is difficult to estimate your potential for success in classes that require a minimum level of reading, writing or math skills. You can t fail a placement test, but it pays to prepare in advance and do your best.

You might be exempt from the placement test if you can provide transcripts or scores for-

    Placement Testing for Chemeketa Scholars

If English is not your first language our placement test advisor may recommend assessment by Chemeketa s English for Speakers of Other Languages (ESL) program. Students who need special accommodations should contact Disability Services.

    About the Test

    • A photo ID is required every time you test
    • Chemeketa uses the Accuplacer to assess current skill levels in reading, writing and math
    • It takes 1 1/2 to 2 hours to complete all three tests
    • Many students find they test better by taking a break in between; it is possible to take the reading/writing and math tests on different days or different times
    • There is no charge the first time students test
    • A re-test in the same calendar year costs $15 (cash or check only)
    • Students of other colleges or community members taking the test for employment are welcome to test for a fee of $25 (cash or check only)

    After the Placement Test

An advisor will help you understand the placement test scores and their impact on your educational plan. Sometimes re-testing is recommended, or your advisor may suggest an alternative placement test for greater success in raising your scores. Starting Chemeketa classes at the appropriate course level will lead to a greater likelihood of your success.

    History

Officially the first Monroe County Park, Ellison Park came into being in December of 1926. The county accepted approximately 200 acres of land from Mr. and Mrs. Frank T. Ellison in memory of Mr. Ellison’s father, Nathaniel. Ellison Park has been the hub of many historical events and locations. Indian Landing which was located on Irondequoit Creek, for many years was used by the indigenous Iroquois as the beginning of the portage route which stretched along Ellison Park.

The Lost City of Tryon, originally founded in hopes of creating a commercial settlement, used the Irondequoit Creek for trade. A store was built that bartered with the Seneca Indians, beginning its trading roots.

    Restrooms

There are four restrooms located in the park. There is one located by the Disc Golf Course off Landing Road (open seasonally between May 1st and October 31st). There is another behind the Hazelwood Grove Lodge. Another facility is located by the Creekside Lodge. The last restroom is located by the Sycamore Shelter (open seasonally between May 1st and October 31st). All of the restrooms have flush toilets. See the park map for specific locations.

    Trails

Before heading out to Ellison Park print the park map. The color coded hiking trails and additional details will keep you on the right track.

Coyote Den Trail, this 1.1 mile walk (one way) passes by a few ponds and walkers can expect to see many birds and other wildlife.

Overlook Trail, this .6 mile walk overlooks Thomas cove and the stone quarry.

Mill Race Trail, this .4 mile walk, shows the stages between wetlands and a forest.

Indian Landing Trail, this 1.5 mile walk, is full of history, from the location of an old trading post (Fort Schuyler), to the presumed famous Butlers’s Rangers hideout, marked with commemorative plaques.

Butlers Gap Trail, this .7 mile walk (one way) has many interesting historical features as well as an intersection that overlooks the wetlands.

    Disc Golf

A new Disc Golf map can be found here. The Greater Rochester Disc Golf Club worked very hard with the Parks Department to re-route the course.

Disc golf is open for play from approximately early/mid April until mid-November, dependent upon ground conditions and weather. If you’ve never played before, there’s never been a better time to get out early and learn. Contact the Greater Rochester Disc Golf Club at www.grdgc.org for more information about the sport.

    Playgrounds

There is one playground facility in Ellison Park. It is located on the north side of Blossom Road, near Roadside Shelter. See the park map for the specific location.
